The deputy and spokesperson for Compromís at the Commission for Justice, Governance and Local administration, Silverio Tena, presented a proposal to the Cortes to make the creation of a municipalist network for transparency in local governments, which is formed by the Generalitat, the provincial councils, the Valencian Federation of Municipalities and Provinces and other municipalistic actors.

As explained by the MP Tena, "we want that, within the framework of this municipalist network, the measures aimed at avoiding duplication in the supply of information by the local administrations, and favouring economies of scale in the fulfillment of the obligations of advertising of the municipalities through the collaboration of the Generalitat and the provincial councils". In addition, "it is necessary to create inside GVA open a platform that incorporates the portals of transparency of local Valencian entities to facilitate their consultation by citizenship. And also enable and promote the Federation of Open Data of local entities and the rest of Valencian public administrations in the portal of Open data of the Generalitat ". "The transparency obligations that all municipalities have are, on the one hand, to give access to public information requested by the citizens and, on the other hand, to publish at least the information established by the law, and which is classified in institutional, organizational and planning information; Information of legal relevance; and economic, budgetary and statistical information. This information must be published in its electronic offices or Web pages, in a clear, structured and understandable way and, whenever possible, in reusable formats ". "But it is not only desirable for local councils to comply with the rules of transparency but also to promote the opening and reuse of statistical data or in subjects such as economic and budgetary information, housing, transport, urbanism and infrastructures, culture and leisure, population, services, public sector or environment. In other words, not only does it guarantee strict compliance with the law, but it also promotes good practices and innovation in public service, both in small and large municipalities. The implementation of systems of integrity through ethical codes and conduct, with the elaboration of ethical codes or adherence to codes of good government of the Generalitat or FEMP, are also in that sense. " "Although in the & #8217; administration of the Generalitat & #8217; have been implementing means to facilitate the establishment of all the elements that must be established to guarantee transparency, it is & #8217; an expensive process that for municipalities is enormously complex, taking into account the diversity existing among Valencian municipalities and the very limited resources with which they count. In this sense, one of the responsibilities of the Council should be to help the city councils so that they are able to fulfil the obligations established for the rules of transparency, since without this support will be very difficult that municipalities, especially the youngest, can face the challenge that involves the implementation of transparency in their actions ". Therefore, "in this task, the alliance with the municipal actors is needed to facilitate collaboration with local governments, to ensure that the provincial councils perform their functions of assistance and cooperation to municipalities in the area of transparency and ensure that the measures of support for municipalities are coherent throughout the Valencian territory", concluded the deputy Silverio Tena.
