Explanatory memorandumView Articles 44 and 45 of the Statutes of EÉLVVu Articles VII-1-1 to VII-1-5 of the Rules of Procedure of EÉLVMotionThe Federal Council of Europe Ecology The Greens, meeting on 1 & 2 October 2022, decides:Article 1 – Dates of the Federal Congress and the decentralised General AssembliesOn the decision of the Federal Council, the Federal Congress will meet on 10 December 2022 on the island of France and the Decentralised General Assemblies will meet in the region on 26 November 2022 in each of the EÉLV regions.

They must make known their place of meeting no later than October 20 at 6 p.m. Article 2 – Reference number In accordance with Article VII-2-3 of the Rules of Procedure, the date for calculating the reference number is set by the Federal Council at midnight on 2 October. The reference number will include all members who paid a membership fee in 2022 on the reference date. As a reminder, the reference number makes it possible to distribute the 96 doublettes of the regional share of the Federal Council as well as the 400 delegates to the Federal Congress among the regions in proportion to their contribution to the reference number. It also makes it possible to determine the minimum number of signatures required to table a text (general orientation motion, one-off motion, contribution). See the table of the reference green number on the last page). Article 3 – Conditions and tabling of motionsTo be put to the vote, ad hoc and orientation motions, as well as contributions, must comply with the conditions set by the rules of procedure. In addition, in order to ensure their validity: Motions must be sent by email to the national secretariat before the date of October 20 at 6 pm at the following address: Each email must contain an editable digital version of the motion or contribution; a digital version of the list of signatories. The list of numeric signatories must be an editable spreadsheet file, containing the following information (and in this order): NAME, FIRST NAME, REGION OF ADHESION, DATE OF BIRTH (format dd/mm/y). The email must provide the surname, first name, telephone number and email of the representative of the motion. This information is essential to ensure the automated control phase by avoiding homonyms and duplicates. Motions of general orientation must add the list of candidates to the Executive Board in digital format containing the following information: NAME, FIRST NAME, REGION OF ACCESSION; the pdf of the discharges issued by the treasurer of the region of accession for each of the candidates; as well as the surname, first name, telephone number and email of the motion representative. From the filing of the motion, except in the cases provided for in the rules of procedure, no changes may be made to the motions or lists of signatories. Note: Verification of signatures and applications: up to date of membership fees and members of more than 3 months (active or active members of more than 3 months)duplicate signatures of motions of orientations (only 1 signature allowed)regional diversity for motions (10 regions minimum)verification of discharges with regional bodiesMembers will only be able to sign texts (motions of general orientation, one-off motions, contributions) for which they will have the right to vote at the Decentralized General Assemblies. Other signatures will not be counted. As a reminder, the rules of procedure stipulate that, in order to be validly tabled, general orientation motions must comply with the following criteria: At least 1% of up-to-date members from at least 10 EÉLV regions; – 12,000 characters maximum plus 5,000 characters maximum to present candidates to the executive board (spaces not included); Candidates for the executive board will have to present a discharge of less than 3 months from their regional treasurer (local elected officials) or the national treasurer (parliamentarians) attesting that they are up to date with their financial obligations. For one-off motions and contributions, the conditions to be respected are as follows:– At least 1% of members up to date from at least 10 EÉLV regions – 5,000 characters maximum spaces not included. Article 4 – Congress BureauThe Congress Bureau is mentioned in Article VII-I-4 of the Rules of Procedure. Its role will be to ensure, once the motions have been tabled, the proper conduct of the control of the signatories and the stewardship of the event until the end of the Congrès.Il the following composition is proposed:2 members of the outgoing Executive Board;1 representative by general orientation motion
