Complaint regarding the capture of pigeons through trapsThe Pan Municipal Group has received numerous complaints of citizens who relate to the policy of capturing and slaughtering pigeons as population control method in the city of Lisbon, which is why it has already been we have submitted several requirements to request clarification from the Lisbon Municipal.More recently, in our application with reference 122/GMPAN/2019 of 29 October 2019, we gave knowledge of two complaints:- The first dated February 14 2019, in which it was reported that the employees of the Lisbon City Council on Rua Tomás Alcaide, in Chelas, attracted pigeons with food and then captured them before many inhabitants of the area who have manifested their revolt;– The second, dated 7 March 2010.

2019, reporting that this month in Marvila would have taken place another chamber intervention, which consisted of attracting pigeons with food and capturing them using nets. As regards this application we obtained as response from the services that the catches were of live animals, in order to referral to the laboratory of the National Institute of Agrarian Research and Avian, in order to carry out analyses, the rest of which were returned to the Nature. These catches, in accordance with the response of the dility, follow in areas where there is an excessive population of pigeons, which leads to carrying out weekly catches for control of the "higio-sanitary" state of animals, and are through the placement of corn in the soil to attract the pigeons that then they are caught using a network. At present it has reached our knowledge of a new complaint that relates to the fact that they have been placed, supposedly at the request of some residents, cages/traps by cml urban hygiene employees on the balconies of the 2nd floor Esq. and 3rd floor Disc. and also in the attic of a building located on Rua Dr.º Gama Barros, in the parish of Alvalade. It happens however that as soon as the pigeons are attracted corn, enter the traps and are trapped and subject to adverse conditions until they were removed, many of them injured while trying to leave, being recurrent the animals staying with paws and broken wings within the cages, embodying a situation of extreme cruelty, unframed from the scientific knowledge framework, in particular with regard to its senscience and awareness. The PAN Municipal Group recommended that cml in September 2015 the implementation of contraceptive lofts, which was approved by the Municipal Assembly, and following which, in 2017, it was built the first and only contraceptive loft of the city, in Silva Park Port in Benfica.Na response to our previous application was also mentioned that in relation to the installation plan of contraceptive lofts, "... is to evolve their placement in established parishes, i.e. Help, Alcântara, Areeiro, Arroios, Lumiar, Olivais and Penha de França. They have already been inter-administrative cooperation contracts signed with their joint management of such equipment". In view of the foregoing, and taking into account the approval of a recommendation for control of the pigeon population with respect to animal welfare by the Municipal Assembly, and it is found that the acts described in the complaints do not fit with the procedures for capturing pigeons reported by the services, comes the Group pan municipality once again, apply for the Fifth Article 15 of the Rules of Procedure of the Municipal Assembly of Lisbon, which requests the Lisbon City Council written clarification on the following points:If the CML places cages in buildings, namely on balconies and roofs of buildings, or if you are aware of any company that does so?
