The recognition of the dignity of animals has been specifically proclaimed in Article 13 of the Treaty on the Functioning of the European Union, which recognises the sentiscience of non-human animals and requires Member States to take into account their welfare.

Portugal has undertaken to take measures to implement the provisions of Decree No. 13/93 of 13 April which approved the European Convention for the Protection of Pet Animals; At national level, Law No 92/95 of 12 September is also sensitive to animal welfare and, in its wake, several legal documents have been approved for animals. The creation of the Municipal Supplier of Animals of Lisbon, through Deliberation No. 498/CM/2013, was a historic milestone in the public policies of animal welfare and protection of our country that intended to respond to the increase of complaints of citizens about situations that called into question the protection and animal welfare in the municipality of Lisboa.Com the consecration of the legal status of the animal, introduced in Law No. 8/2017 of 3 March, which recognizes animals l as sentient living beings and which, consequently, caused a change in the civil code Portuguese, other municipalities followed suit and recently the animal providers of Almada, Ovar and Faro were created. Other similar proposals are in implementation all over the country." The greatness of a nation can be judged by the way it treats its animals." (Mahatma Gandhi) The dignity of animals, in particular their right to dignified life and physical integrity, is an undeniable fact which has been recognised across the board by society; but despite the rise of animals in the legal field, it still has no correspondence in some of the practices and regulations that have guided the action of the Municipality of Loures.No however, we note with satisfaction that these topics are increasingly mentioned by the general population. There are many complaints that we receive from the citizens of situations that call into question animal welfare and that are immediately forwarded to the competent services and/or entities. On the other hand, there have been several suggestions and proposals that we have brought to this House to improve the procedures and public policies of animal welfare in our county. Considering that it is part of the municipality's competences to respond to situations that affect the condition of the animal population of the municipality of Loures, it is urgent to have greater availability and attention to this problem, namely in situations such as: identification, possession and detention of animals, movement on the public road and their accommodation, along with the implementation of the respective measures of medical and sanitary prophylaxis, to strengthen the protection, health and welfare of animals that share with us their experience in the Council; Permanence and incarceration of animals in limited spaces not suitable for their physiological and ethological needs or still permanently tied to chains by the keepers themselves; Repeated cases of animal accumulation; Management of the pigeon population for which the previous Municipal Assembly approved, at the suggestion of the PAN, the recommendation for the creation of contraceptive lofts; the revision of the municipal regulation on urban hygiene in order to feed the street animals provided that the health conditions are guaranteed; Improper disposal of nests during nesting; Pruning and cutting trees out of season, with impacts on the species that inhabit them; Trampling of wild and domestic animals on the public road; Management of packs of dogs on the public road; Colonies of street cats for signaling and intervening, under Ordinance 146/2017; Free or shared sterilization and vaccination programs for families in need; Veterinary care of cats from existing colonies in addition to the CED program; The relationship with the caregivers of colonies and associations; Procedures for articulation between municipal services in cases relating to animals and their holders;The increase in the number of wild animals or exoticanimals held as pets, which entails increased ecological and health risks; Corridors for pollinators; the use of all available public funds, as well as the creation of projects in this area; No less despiciendo and worrying is the phenomenon of animal abandonment, a scourge that is no longer seasonal and extends from canids and felines to wild or exotic animals; And last but not least, animal welfare literacy in schools. In the same way, it is also necessary to regulate and articulate the matter which may be the subject of regulation
