The Save Romania Union today submitted, at the initiative of Deputy Iulian Bulai, a legislative proposal to abolish the Institute of Advanced Studies for Culture and Civilization of the Levant (ISACCL), established in 2017, during the psd government, the express request of former President Emil Constantinescu, the current leader of ISACCL.

Just like most institutions set up in favour and for the prestige of a people or political group, the Levant Institute has never had a an object of activity by which to make an original contribution in the Romanian society – by the very tasks of the founding act, ISACCL parasitises, in fact, the competences and work of the National Institute of heritage, the academy's history institutes and other with responsibilities in terms of research and archaeology. That, without be able to train experts without generating added value in research or production of know-how for the 21st century and diverting resources needed of specialised institutions. It's hard to keep the sinecure nature of an institution where, from the subsidy of 4,8 million lei in 2019, 3.4 million lei went on salaries, and income represented 100,000 lei. Once in 2018, own revenues had represented 20,000 lei for the whole year. A reviewer with average studies at the Levant Institute had a gross salary of 4,048 in 2019 lei, while the single pay scale provides that a researcher scientific science institute III from a research institute of the Romanian Academy to only in 2022 at 4,216 lei gross. Basic salary of 8,356 lei gross deputy director of ISACCL was in 2019, almost as long as the deputy research director at the Academy in 2022 (8,949 lei). Exists only nine scientific researchers among the 36 employees of the Institute of The Levant.The ISACCL budget shall be mainly on salaries for administrative staff, in 2019 being for studies and research 80,000 lei (per year) – less than the 100,000 lei for inventory items or the whole 100,000 lei for furniture and Office supplies. In these conditions, the USR considers not only that the rationale for the existence of this Institute is not justified, but also that, in the precarious conditions of research funding in Romania, the necessary budget allocations ISACCL become real losses for genuine research in the field.' Sinecles are not a Romanian invention, but with us they became the contagious disease that all parties have been in these 30 years. And the sinecles in the field of are a crime against true specialists and cultural institutions which are struggling to create national knowledge and international recognition. Research from Cucuteni should be left to archaeologists and specialised museums, the relationship of the Romanian states with Byzantium is handled by the institutes of history of academy, they must be supported, not the image vehicles of former or current politicians", said USR deputy Iulian Bulai, a member of the Committee on Culture, Arts and Media of the Chamber members and the initiator of the legislative proposal.
